h3 The Cyberspace Solarium Commission (CSC) was established in the John S. McCain National Defense Authorization Act for Fiscal Year 2019 to "develop a consensus on a strategic approach to defending the United States in cyberspace against cyber attacks of significant consequences." The finished report was presented to the public on March 11, 2020. The William M. (Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021 reauthorized the Commission to collect and assess feedback on the analysis and recommendations contained within the final report, review the implementation of the recommendations contained within the final report, and completing the activities originally set forth for the Commission.

h3 The Cyberspace Solarium Commission's proposes a strategy of layered cyber deterrence. Our report consists of over 80 recommendations to implement the strategy. These recommendations are organized into 6 pillars:

h2 Our Progress

h3 With the passage of the FY2021 National Defense Authorization Act, 25 of the Commission's recommendations have been codified into law. Commission Co-Chairs Senator Angus King, Jr. (I-ME) and Representative Mike Gallagher (R-WI) welcomed the legislation as the "most comprehensive and forward-looking piece of national cybersecurity legislation in the nation’s history."

h1 Countering Disinformation in the United States

h3 On December 16, 2021, the Cyberspace Solarium Commission released a new white paper, "Countering Disinformation in the United States." The white paper is the result of research and deliberation by Commission staff and commissioners and specifies seven recommendations to both diminish the prevalence of disinformation in the information ecosystem and build greater individual and societal resilience to disinformation and malign foreign influence.

h1 2021 Annual Report on Implementation

h3 On August 12, 2021, the Cyberspace Solarium Commission released the "2021 Annual Report on Implementation." This assessment is intended to review the implementation of the recommendations made by the Commission over the course of the previous year and identify areas for future action.

h1 Transition Book for the Incoming Biden Administration

h3 On January 19, 2021, the Cyberspace Solarium Commission released a new white paper, "Transition Book for the Incoming Biden Administration." This white paper is intended to provide a guide for the incoming Biden-Harris administration, identifying possible early policy achievements and suggesting priorities for action over the coming months and years.

h1 Building a Trusted ICT Supply Chain

h3 On October 19, 2020, the Cyberspace Solarium Commission released a new white paper, "Building a Trusted ICT Supply Chain." This white paper proposes a five-pillar strategy to work with critical partners in the private sector and around the world to reinvigorate American high-tech manufacturing and secure the United States' ICT supply chains. On October 21, 2020, the CSC Staff will host a public webinar discussion of this white paper.

h1 Growing a Stronger Federal Cyber Workforce

h3 On September 4, 2020, the Cyberspace Solarium Commission released a new white paper, "Growing a Stronger Federal Cyber Workforce." This white paper reemphasizes the Commission's prior recommendations on the cyber workforce and presents a detailed blueprint to guide the development of a comprehensive Federal cyber workforce strategy. On September 4, 2020, the CSC Staff will host a public webinar discussion of this white paper in collaboration with Dakota State University.

h1 Cybersecurity Lessons from the Pandemic

h3 On June 2, 2020, the Cyberspace Solarium Commission released a new white paper, "Cybersecurity Lessons from the Pandemic." This white paper highlights over 30 recommendations from our final report published in March, along with 5 new recommendations. On June 3, 2020, the CSC Staff will host a public webinar discussion of this white paper.
